How can a state tax a person if the individual buys a car in Delaware?

Some states like Delaware have no sales tax at all. If a person lived in a state with a sales tax (like Pennsylvania), couldn’t they just cross the border and go to Delaware to buy a vehicle tax free? I heard about “use taxes” but how the hell would a state enforce something like that?
And what if you simply don’t bother registering it in PA?

My wife and I are buying a new house in MD where the state and county transfer taxes will be about $8000. We are going to close in December this year, but will probably take a standard deduction. Can we deduct the property transfer tax even though we are going to take the standard deduction this year? Are transfer taxes deductions or credits?

I’ve never really thought of it because I’ve always lived in the state I worked in. I know someone looking to move to Portland,OR (where they have a huge income tax but no sales tax). Vancouver, WA is only a 15 minute drive away, so she’s thinking of moving there (where there is no income tax and a huge sales tax). Will she pay income tax to Oregon because she’ll work there or will she be spared because she’ll live in Washington?
